Infrastructure Charges Schedules

Andrew Douglas prepared the original "Infrastructure Charges Guidelines" for transport, water, sewerage and environmental water in the mid 1990s. The guidelines remain largely relevant today, despite subsequent changes to legislation being made.



Andrew has also been heavily involved in the development of Infrastructure Charges Schedules and in resolving disputes regarding their application and calculation. Further, Andrew's balanced and considered view continues to be sought in response to proposed changes to legislation, individual schedules and their interpretation.

  • Ipswich Transport Infrastructure Charges Update Review;

  • Caloundra Road Network Infrastructure Charges Model;

  • Rockhampton Road Network Infrastructure Charges Model;

  • Livingstone Shire Integrated Local Transport Plan and Infrastructure Charges Schedule;

  • Assisted the former Pine Rivers Shire Council in various applications of their Infrastructure Charges Schedule;

  • Assisted the former Pine Rivers Shire Council in an appeal against the application of their Infrastructure Charges Schedule;

  • Assisted various developers in their understanding, application, and calculation of charges;

  • Assisted in negotiations between developers and local government regarding disputes over Infrastructure Charges.
